Sheff Wed Confronts Serious Challenges, States Independent Regulator

'We are going to be a part of football's future' - football oversight chief the new chairman

The Championship club's current difficulties are seen as a "serious issue" and the new football authority is looking to gain the ability to look into club affairs in such situations, the recently named head the official has declared.

Through a comprehensive talk, Kogan, who was recently selected, showed understanding towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the Championship side in recent days.

The team have been facing challenges both on and off the pitch in this season, with the club missing wage payments on five separate occasions, including in last month.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," the chairman stated.

"Wednesday stands as one of the iconic names for English football and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they require examination and dealt with."

Economic Challenges and Proprietorship Status

The team's struggling chairman the Thai businessman indicated in the summer he would be willing to sell up at Hillsborough, but he has failed to complete a sale with interested parties.

Failure to pay player wages on time in spring months caused limitations by the football authorities in June, preventing the club from carrying out any recruitment activities for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Regulator's Perspective

The chairman stated: "The job [of the regulator] is there for the Owls followers, teams facing challenges where fans are dedicated to a regional establishment that has been part of their lives in multiple situations.

"I have absolute sympathy for the team's plight, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the followers."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But Kogan stressed that forcing owners to sell clubs would be considered the final option and the authority would rather to work with them.

"The last thing what we want to do is commence engagement with an individual club, an particular chairman, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the proprietor's dealing with," the chairman stated.

"However, realistically, when you look back over the history of football, over the recent generations there have been some owners, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

The chairman convened with representatives from 110 clubs to detail the scope of the authority recently and insisted it was a "progressive gathering" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made might evaporate rapidly," the chairman stated.

"And that's what nobody wants in the context of the English game is a major achievement - we need to continue the progress.

"Substantial financial resources coming into football and has been channeled for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Elite Division Worries

The Premier League opposed the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I fully support the achievement and development as an commercial operation of the top division.

"I of all people understand the concern of undermining the top flight as an elite competition of this country. But concurrently, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a considerable comfort."

Ideological Links

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the political party in 2020.

The official provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," Kogan said.

"I am no longer involved in any form of political activity."
